Can I ask for a summary for those of us unfamiliar with the situation?

I can't read 20 pages of government-ese without plenty of no-doze.

Deja vu striped bass in the CSMA...

WRC sees a legitimate issue that needs addressing vs DMF sees impact on commercial harvest, which potentially impacts their license revenue stream, so they want status quo.

WRC initiates change to protect the resource, benefit the public and meet statutory requirements

DMF begins the stonewalling/intimidation process to maintain status quo

The issue- realigning Inland/Joint/Coastal water boundaries...which as I understand it were established in 1965 under totally different circumstances than we have today and have never been substantially reviewed.  Mush of the NE was based on the herring fishery, which doesn't exist today and isn't coming back.

...and as I also understand it- statutorily, it's not a DMF issue.  Authority to address is given to the WRC and MFC.

This is not a Department or Division issue.  It is an issue between commissions.  Granted, the Division will need to assist the process, but it appears the tail is wagging the dog...as usual.
