And I wonder why the article didn't mention NC's ITP or the fact that the trawlers wire their TEDs shut?Wink

My speculation is shrimp trawl TEDs put into place several decades ago are allowing juvenile females to age to maturity ((move offshore as they age) and are now breeding and nesting.
