The problem is, most of those newspapers and TV stations don't have anyone qualified to write intelligently about the subject. It gets handed to someone who is more used to covering local school events, and they look for sources. Who usually gets their ear first?

I think I remember some watermen asking about what was going on with that money a year or so ago since large mesh was closed and observers weren't needed.

He's probably trying to finagle a "recreational" seat on some commission or committee and has been told to lay low for a little while.
