A person on another fishing site has indicated that there may be a fish kill around the mouth of Blounts Creek. A photo shows dead spot and flounder. I don't believe the friend that provided the photo to him has contacted WRC or DMF. Who should be contacted with this information?

River keeper and DMF.
Some trawl operator will be forced to change in order to reduce bycatch. If you worry about that more than stopping the bycatch then the resource is secondary to you. Recovery has one less advocate.
